On 25 March 2019, Congress president Rahul Gandhi announced NYAY, income support of ₹72,000 a year for the poorest 20% of families, about 5 crore households, Scroll reported. After initial confusion over whether it was a top-up to ₹12,000 a month, the Congress said it would be a flat transfer, with details, pilots and a phased rollout to follow if it came to power. NYAY was the flagship of the manifesto released on 2 April 2019. The BJP won 303 seats and the Congress 52, so the scheme was not implemented; in December 2023 Congress president Mallikarjun Kharge said the party was 'committed to the NYAY scheme'.
